There are many free utilities for viewing and editing images. None of them are as full featured as these two.
IrfanView
is a free image viewer. It supports every format you have ever seen and then a few more. Unlike my other recommendations this app is pay for commercial use but free for personal use.

the GIMP
is one of the best known photo/image editing tools in the open source world. Its GUI may take some time to get used to but the time taken to understand it will pay big dividends. Its powerful editing features put it on pare with the most expensive shrink wrap applications.
